- Income guideline eligible pregnant women
- New mothers or children age 4 and younger
- Applicants must have income at or below 185% of the federal poverty guidelines
- Income-eligible based on Medicaid
- Supplemental Nutrition Assistance Program (SNAP)
- Food Stamps or Kentucky Temporary Assistance Program (KTAP)
