Must have/meet: * Total household income is at or below 200% of the poverty level * Priority given to those households with elderly, disabled, children (6 and under) and LIHEAP high-energy users Must have/meet: * Resident of service area * Household income at or below 200% of poverty level * If renter, must have written approval of landlord

Provides support and assistance; throughout the life cycle; starting with head start for children, continuing through skills training programs and culminating with adult day services for the frail and elderly.
