Must have/meet:
* Total household income is at or below 200% of the poverty level
* Priority given to those households with elderly, disabled, children (6 and under) and LIHEAP high-energy users

* Proof of ownership of the home (copy of the deed or certificate of title for a mobile home)

Provides information and referral services, access to emergency financial assistance programs, when available, for basic necessities including food, shelter and utilities. Offers referrals to other community resources that may be able to respond to immediate needs.
