Programs that provide a hotline, website or other mechanisms that people can use to report scams in which targets are persuaded to put up money for a questionable investment, or one that doesn't exist at all, with the frequent result that they lose some or all of their money. Investment scams often involve fake exempt securities (financial instruments that are generally backed by the government and may carry a lesser risk than those offered by public companies); trading on the foreign exchange market where investors buy and sell currencies with the aim of making money on changes in exchange rates, sometimes on the basis of fraudulent hot tips or illegal schemes; sending their money "off-shore" to another country, in most cases to lower their taxes; pension scams and other similar cons that play on an individual's greed. Signs that an investment opportunity is fraudulent include the promise of high returns for low risk, hot tips or insider information, pressure to "buy now", and the scammer not being registered to sell investments.
